A report on allegations of historical sexual abuse at schools run by religious orders, which includes a recommendation to set up a statutory inquiry, is published today.

Almost 2,400 allegations of sexual abuse against nearly 900 alleged abusers in over 300 schools were disclosed as part of an investigation into sexual abuse in schools run by religious orders.

It is expected, however, that the real number is much larger and that the number of people making allegations will increase following the publication of a harrowing report.

Last year, the Spiritan Congregation apologised to victims of abuse and said an independent group would engage with survivors at its schools and institutions, including Blackrock College in Dublin. The abuse allegations go back as far as the 1970s.

The Government set up a scoping inquiry to shape its response to allegations of historical sexual abuse in boarding and day schools run by religious orders.

Education Minister Norma Foley received the report, written by Mary O'Toole SC, in June this year.

There are 73 religious orders who currently or previously ran schools in Ireland - allegations against 42 of these

There were 590 allegations against 190 abusers in 17 special schools.

Over 50 per cent of alleged abusers are known to be deceased.

The report provides a school-by-school breakdown and how many alleged abusers were in each school. There is also a breakdown of which schools the survivors who took part in the report attended.

Probe calls for both a Commission of Investigation and a financial redress scheme

It has also been recommended that the Government ask religious orders to contribute to the redress scheme.

Taoiseach 'engaging with survivors'

Speaking on his way into Cabinet on Tuesday, Taoiseach Simon Harris thanked Ms Foley for how she had "handled this extraordinarily important, sensitive issue".

He said she was engaging with survivors of sexual abuse and this would be the approach taken by government.

"It is a statement of fact that the minister has received the scoping report that has been carried out," he said.

"But she and I and everybody in government know in terms of the next steps, the people we want to know first are the survivors, are the representatives that the minister has been engaging with, and I can assure you that's the way in which we will proceed."
