A statutory inquiry into allegations of sexual abuse in schools run by religious orders is being considered by Cabinet ministers this Tuesday morning.

The Irish Mirror understands that Education Minister Foley was set to bring a report, which is understood to be hundreds of pages long, examining allegations of abuse in schools, including Blackrock College, to the first Cabinet meeting of the new Dáil term.

It is expected that a statutory inquiry into allegations of abuse will be recommended. It could examine thousands of allegations.

The Irish Mirror also understands that the report could be published on Tuesday but that the Government was keen to ensure that survivors of abuse received a copy before it was shared with the wider public.

A scoping inquiry, led by Senior Counsel Mary O’Toole, was received earlier this year following allegations of abuse in Blackrock College in south Dublin.

The allegations came to light following an RTÉ Radio documentary in 2022 named Blackrock Boys. It interviewed two brothers, David and Mark Ryan, about their experiences in the institution.

Speaking on his way into Tuesday’s Cabinet meeting, Taoiseach Simon Harris said that the Government will continue to engage with survivors of sexual abuse.

“I want to thank Minister Foley for the way she has handled this extraordinarily important and sensitive issue and engaging with survivors of sexual abuse,” the Taoiseach said.

“It is a statement of fact that it's known that the minister has received the scoping report that has been carried out.

“But she and I and everybody in Government has always said that in terms of the next steps, the people we want to know first are the survivors, are the representatives that the minister has been engaging with. I can assure you, that's the way in which we will proceed.”
