The Planning Commission has refused a development application for the construction of three commercial warehouses located outside the designated development zone (ODZ) in Triq Għajn Tuffieħa, l/o Mgarr.

The proposed development was to cover approximately 320 square meters on a currently vacant plot surrounded by agricultural land and rural structures, the Planning Authority said on Thursday.

The site, which lies within an Area of High Landscape Value and an Area of Ecological Importance (AEI) Level 3, is protected under planning policies aimed at preserving both the landscape and its ecological quality.

The Commission cited that it found no sufficient justification for the warehouses to be sited in the countryside, as this type of commercial use could easily be accommodated within designated zones, such as industrial areas and Areas of Containment.

The North West Local Plan's policy on protecting agricultural land (NWAG 01) permits only buildings essential for agricultural needs in such areas. The proposal's commercial warehousing purpose does not align with these requirements, nor does it enhance the agricultural value of the land.

The Commission also rejected another application that sought permission to construct two stables and associated facilities, including a hay store/tackle room within close proximity of Wied San Blas l/o Nadur.

The proposed development was sought to be incompatible with the surrounding area, which is valued for its undisturbed rural character and is largely free from similar structures.
