Two of Italy's Big Three union federations, CGIL and UIL, on Tuesday confirmed an eight-hour local transport strike as part of a general strike against the budget Friday.
Railways have already been excluded from the industrial action but buses, trams and metro services will be hit.
However, Transport Minister Matteo Salvini has convened the unions, calling for them to limit the strike to four hours.
"They want to restrict the right to strike," said CGIL leader Maurizio Landini and UIL leader Pierpaolo Bombardieri.
Landini said the CGIL would appeal against any possible back-to-work and anti-strike order curbing the stoppage to four hours.
The other member of the Big Three, CISL, is not striking.
