Tibor Navracsics, Minister of Public Administration and Regional Development highlighted the transformative potential of the digital revolution on Hungarian public administration at a conference on Monday.

Minister Navracsics emphasized that while public administration remains a national competence in each EU member state, common development trends are emerging. These include user-focused, life situation-related services, cross-border services, and multi-channel access.

Hungary has been a pioneer in this field, both at European and global levels, with its government offices allowing citizens to complete multiple procedures in a single visit.

The politician outlined several upcoming initiatives. The National Digital Citizenship Program for which registration opened in May, will see a mobile application launching in September. Life event-based administration will be continuously expanded. A Virtual Government Office, an online assistance interface for administrative tasks, will be developed, with a live version planned for 2026. It will first be implemented in the Pest county government office before rolling out nationwide. Additionally, a digital land registry system will enable faster administration, which is crucial for maintaining public confidence in land registry records, essential for economic and social life.

Mr. Navracsics stressed that digital administration is not intended to replace traditional government offices or face-to-face interactions.

Instead, it aims to expand services, as many people still prefer in-person administration.

The Minister concluded by stating that these digital advancements mark the threshold of an epochal change, potentially transforming Hungarian public administration fundamentally. However, the goal is to enhance and diversify services rather than completely replace existing systems, ensuring that citizens have access to both digital and traditional methods of interacting with public administration.
