'Manslaughter with intent' charge considered in Ramy case
Police officer-scooter driver currently probed for road homicide
Milan State attorneys probing the
November 24 scooter accident in which 19-year-old Ramy Elgaml
died while being chased by the police in Milan are considering
to press charges of voluntary manslaughter with "eventual
intent" after a video showing various phases of the car chase
was released on Tuesday, investigative sources said Wednesday.
At the moment, the Carabinieri officer driving the car that
rammed into the scooter and the scooter's driver, Fares Bouzidi,
22, are charged with involuntary road homicide.
Under Italian case law, voluntary manslaughter with "eventual
intent" would imply that the officer, or the additional officers
against whom the new charge could be pressed, knew their actions
could cause death and accepted the possibility of that risk.
The images broadcast by the evening news programs of State
broadcaster RAI's third channel and TgLa7, show the impact
between the scooter carrying Ramy in the back and Bouzidi and
the police car chasing them.
In the video, a Carabinieri officer can be heard cursing after
the first impact, apparently because the passengers didn't fall
and then, after an apparent second contact between the car and
the scooter, the officers informing their colleagues via radio
that the pair "have fallen down" after losing control of the
moped, to which someone replies "good".
