Industrial action by nurses has paralysed part of the health service in Northern Ireland in a dispute over pay and staffing levels.

The region has been without a devolved government for almost three years and there are no ministers in place to intervene. Thousands of medical surgeries and appointments have been cancelled.

Health trusts which run the NHS have said the 24-hour action by nurses was likely to result in “a significant risk to patient safety”, but senior executives have said they are coping at present.

Royal College of Nursing (RCN) Northern Ireland director Pat Cullen said: “This is a day that no member of the RCN ever wished to see.

“The last thing that any nurse wants is to have to take industrial action.”

RCN members are not striking but are refusing to do any task which is not “patient specific” because their pay has lagged behind that of colleagues in other parts of the UK.

The Belfast Health Trust, Northern Ireland’s largest, cancelled more than 10,000 outpatient appointments and surgeries this week.

Ms Cullen added: “With around 2,800 vacant nursing posts in the system, record levels of expenditure on agency staff to try to plug the gaps, and nurses’ pay continuing to fall further and further behind the rest of the UK, nurses have had enough.”

The first day of strike action by RCN members is planned for the week before Christmas, on December 18.

On Monday night, the Unite trade union said its thousands of members in the health service had also voted to strike on December 18. The Unison union has also taken industrial action.

In the past, devolved ministers could reallocate money from other priorities and take key decisions on the transformation of the health service in the face of an ageing demographic.

This winter, none are in place due to the continuing fall out between former Stormont coalition partners the DUP and Sinn Fein.

Both parties say they want to re-enter powersharing as soon as possible, but a range of issues including the place of the Irish language in public services is preventing an accommodation.

Northern Ireland Secretary Julian Smith is to convene urgent powersharing talks later this month after the General Election.

A study has named Dublin as the worst city in the world for expats to find a place to live.

It was ranked last out of the 82 cities in the Expat City Ranking 2019 by Internations for finance and housing, with San Francisco and Munich just above the Irish capital.

The survey found that 86% of people from overseas found it difficult to find somewhere to live in Dublin. This compares to the global average of 32%.

The ranking also included satisfaction with housing affordability and more than 200,000 people took part.

It is the second year in a row that Dublin has propped up the rankings.

In the overall rankings, which takes quality of life, ease of settling in and urban work life into account, Dublin came in 72nd.

A separate ranking for cost of living put Dublin at 76th.

Expats put Taipei, Kuala Lumpur, Ho Chi Minh City, Singpore and Montreal as their top five cities to move to, while the bottom of those rankings saw Kuwait city come last, followed by Rome, Milan, Lagos (Nigeria) and Paris.

South Korean actor Cha In Ha has been found dead aged 27.

The news was confirmed by star’s agency Fantagio, revealing his body was found on December 3.

A statement read: "We feel devastated to deliver such heartbreaking and unfortunate news.

"On December 3, actor Cha In Ha left our sides. We are truly heartbroken to deliver sad news to everyone who has sent lots of love and support to Cha In Ha until now.

"We are filled with grief at this news that is still hard to believe.

"We earnestly ask for rumours to not be spread and for speculative reports to not be released in order for his family, who is experiencing greater sadness more than anyone due to the sudden sad news, to send him away peacefully.

"As wished by his family, the funeral will be held privately. We express deep mourning for his passing."

No more details about his death have been released, but Straitstimes.com reports his body was discovered at home and police have launched an investigation to find out what happened to him.

Ha was in the early stages of his acting career after making his debut in short film by the Surprise U acting group in 2017.

He was then cast in drama TV show Love With Flaws.

The tragedy comes shortly after the loss of two young K-pop stars, Sulli, 25, and Goo Hara, 28.

Hara, a former member of girl group Kara, was found dead at home last month, while singer Sulli took her own life last month.
